Free doesn't mean hollowed out: sources, provenance and stated confidence are in the free tier, because a brief you can't check isn't worth shipping. A paid Scout Elite tier follows, with its price published before anyone is charged. Radar — continuous monitoring and watchlists — is a later flagship capability, not part of this launch.
